    • Individuals who already have a registered address in Germany but temporarily move to another residence for less than six months.
    • Persons who normally reside abroad and are not registered in Germany, provided their stay in the country does not exceed three months.

The obligation to register is based on the length of stay in a specific residence, rather than the total duration of a person's stay in Germany.
